Victoria Kachimera

With over two decades of experience in environmental law, Victoria Kachimera is a driving force at Malawi's Ministry of Natural Resources and Climate Change, where she serves as Deputy Director of Legal Compliance and Environmental Enforcement. She provides expert legal guidance on a wide range of environmental issues, both nationally and internationally.
Victoria plays a pivotal role in shaping Malawi’s environmental policies, drafting and reviewing critical laws and regulations, while managing licensing, permits, and enforcement processes. She also empowers lead agencies, the judiciary, and civil society organizations to enhance environmental compliance.
Internationally, she serves as the focal point for the Basel Convention on Hazardous Waste and participates in negotiations for the Stockholm and Rotterdam Conventions. Her leadership was key in establishing the Atomic Energy Regulatory Authority, where she served as Acting Executive Director, and she continues to support IAEA projects in Malawi. Notably, Victoria has contributed to legal frameworks such as the Environment Management Act and regulations on plastics, chemicals, waste management, and sanitation. She has also developed enforcement and training manuals, including the Enforcement Manual for Environmental Law and a training guide for the judiciary.
As a board member and Legal Advisor for Freshwater Project International, Victoria brings her deep legal expertise to ensure compliance and governance. Her unwavering commitment to environmental justice and sustainability makes her an inspiring advocate for both her country and the planet.
